If you are facing housing cost challenges, need rent assistance, are experiencing homelessness, or are currently homeless, we have resources to help you. We offer rental assistance, rapid rehousing, security deposit assistance, utility assistance, homelessness prevention, and homelessness assistance.
When one or more payments have been missed where regular payments are contractually required (i.e. rent payments and utility bills), the account is in arrears. Payments that are made at the end of a period are also said to be in arrears. A shut-off notice is required to be eligible for assistance with utility arrears.
If your rent is not paid, the money owed is called ‘rent arrears’. Rent arrears are ‘priority debts’, which means the consequences of not dealing with them are serious – there is a risk of eviction.
Rental assistance helps you continue making your monthly rent payments.
The Emergency Solutions Grant (ESG) provides rental assistance for eligible individuals and families that are facing eviction, and provides rapid re-housing for individuals and families who meet the definition of literally homeless.

The Homeless Assistance Program (HAP) provides emergency shelter, rental, and utility assistance to homeless and/or near-homeless individuals and families.

Applicants must be at or below 200% of the Federal Poverty Income Guidelines.

PHARE provides rental assistance, utility assistance, and security deposits. Additionally, there is funding for landlord repairs to meet habitation standards (excludes Blair County).

Continuum of Care, and South Central Continuum of Care provides rental assistance to families while utilizing the Housing First model. Housing First is an approach to quickly and successfully connect families experiencing homelessness to permanent housing without preconditions and barriers to entry.
